Yes, it is quite possible to receive data from a streaming/ethernet socket. Many do this daily, like f.i. Skype...

If you by your question ask if Portaudio supports this, the answer is no. 

Portaudio is nothing more than the cross-platform interface between you, the user of Portaudio who is supplying the audio data, and the sound card outputting the audio.

So You need to implement the receiving of audio data through network, then use Portaudio to output it.

That is, you will not find answers to your questions on the Portaudio mailing list. These questions are out of the scope for this list.
